- Their primary producer status is unambiguous and they can be identified at NÉBIH based on their data.
- They are not VAT registered.
- They do not hold more than 25% membership in a commercial company.

Eligibility determination process:
- Identification and verification of the supplier's primary producer data and status.
- Declaration by the supplier regarding VAT status and the extent of commercial company membership.
- Completion of the delivery, weighing, and issuance of the purchase receipt.
Compensation premium calculation – example:
| 1. | Delivered quantity, weighing: 10 tonnes |
| 2. | Accepted quantity after screening loss deduction (−3%): 9.700 tonnes |
| 3. | Issuance of the purchase receipt |
| 4. | Purchase price (unit price 50,000 HUF/tonne): 50,000 × 9.700 = 485,000 HUF |
| 5. | Compensation premium (12%): 485,000 × 0.12 = 58,200 HUF |
| 6. | Total payable: 485,000 + 58,200 = 543,200 HUF |
